Yes there is a language called F#. It's a .Net language and it's not even close to new, it first appeared around 2002 although it isn't distributed yet it will be shipped with Visual Studio 2010 or so we're told...........
Oh... nifty. Is it any good?

Eeemmmm, it's not really my thing but each to their own, check out a few samples here http://www.codeplex.com/fsharpsamples. I'm not sure of all the semantics but i'm sure we'll here a lot more about it when it's a full .Net release with VS2010

I suggest C Programming language for beginner. Because it is a procedure oriented language. It includes very effective fundamentals which are useful in any programming language. Because, fundamentals are same only syntax is changed in Programming World. It is easy to learn. So i think there is no problem to start.
