GIF how to......

what is the simpliest way to create a GIF i need to just make a small little gif to animate and i would like some help! please if you can tell me maybe some rules to use when makeing one or possibly some simple ones to make or anything helpful to keep in mind and stuff it would be greatly appreciated!! thanks
