Vita dev kits?

Do you guys know if the Vita will have their dev kit available to download? I'm thinking of buying one on the 22nd and would be really cool if you can dev on it.

From what I've seen (note I don't own a psvita, all my information comes from just checking up on regular old PSP modding stuff) but from what I can tell the vita is unlocked and running code. As for the toolkits I don't have any information on that.
